Education Queensland undertook a review of its education and employment programs for Aboriginal and Torres Strait Islander peoples between February and July 1999.
The Review confirmed the outcomes gap between Indigenous and non-Indigenous students and employees, and identified the key issues to which Education Queensland must attend to ensure that high quality education and employment prospects are available to Aboriginal and Torres Strait Islander young people.
The Review concluded that EQ staff needed a clear policy framework in relation to the practices needed to improve the educational and employment outcomes of Aboriginal and Torres Strait Islander peoples.
The strategy, Partners for Success, developed by Education Queensland in response to these issues, represents the first coherent framework to provide a way forward consistent with the current strategic direction of the Government and Education Queensland.
